International Free Agency should begin on Monday the 28th of February. Be sure to read over the Free Agent Rules as International Free Agency rules are slightly different.
This date and time, of course, is dependent of approval by Chicago Cubs.

Since Cubs hasn't expressed his dislike for this date and time International Free Agency can begin. Be sure to read over the International Free Agency rules before bidding.

Some of these guys (ie Carlos Matias) are already signed, while others (Gary Sanchez, C Yankees) were signed as IFA but aren't in the pool. Please explain

I am not that fluent in the International players or how the original LM wanted this to happen. All I know is we took the list that the original LM had made many moons ago, so I assume that all on the list are all that counts. But if someone knows more than I, please take it from there

IMO all IFA, like all regular free agents, should be fair game. They should be treated like regular free agents. Don't bombard me with reasons that this is a stupid idea, please!
